Real Estate Appraisal Expert A real estate appraisal expert is a specialist in the art of evaluating the various rights that real estate assets support.
Qualifications according to the Charter (1.2.1) At a minimum, the expert must:

Either have acquired the necessary knowledge through specific higher education, culminating in a second cycle higher education diploma and have three continuous years of professional experience,

Or hold a higher education diploma and have received specific additional training in real estate, also diploma-sanctioned, and have at least two years of continuous professional experience,

Or have gained professional experience over seven continuous years practicing real estate disciplines, with at least four years in the field of real estate appraisal.

Additionally, the expert continuously updates their knowledge in the technical, economic, legal, fiscal, and accounting aspects relevant to valuation, in order to maintain their competence and ensure the quality of their work for users. They must undergo ongoing professional training of at least 20 hours per year.
Experts may operate in an amicable or judicial context (experts listed on the rosters of each Court of Appeal).
National Titles There are national titles such as land and agricultural expert, and forestry expert, registered on the national list published by the National Council of Agricultural and Forestry Land Expertise (CNEFAF).
These recognitions meet significant requirements in terms of competence, ethics, transparency, objectivity, and again, transparency.
Professional Ethics (Chapter 4) Real estate appraisal experts must conduct their evaluations with independence, integrity, and objectivity.
General Principles (4.2.1.1) The expert must:

Use all necessary investigative means to fulfill their mission, keep their documentation up to date,

Be able to justify their conclusions,

Draft a clear and precise expert document, deliver their evaluation in a written form professionally, and follow transparently the instructions, the object, the framework of the mission, the method(s), the conclusion, and the purpose of the evaluation.
Real estate appraisal experts are bound by confidentiality for any information they become aware of during their mission.
Professional Liability (4.3) The real estate appraisal expert commits to subscribing to insurance covering the financial consequences of their professional civil liability for all damages that they or their agents could cause to their clients or third parties in the course of their professional activities, especially damages caused by a fault, intentional error, or omission. They are only liable to their clients to the extent of their efforts.

Becoming a Charter-designated Expert An expert is recognized under the Charter if they are a member of one of the 17 signatory associations, as adherence to the Charter’s principles conditions their membership.
Each organization is responsible for enforcing the application of the Charter by its members. It may set additional or specific obligations, whether legislative, regulatory, or professional.
